Does Rwanda Require an Onward Ticket? Visa on Arrival and Exit Proof

Does Rwanda Require an Onward Ticket? Visa on Arrival and Exit Proof
Flight & Hotel Booking | Published 26 Oct, 26 · Updated 26 Oct, 26

Short answer: Rwanda’s immigration directorate says nationals of all countries can get a visa on arrival, and its general requirements are a travel document valid for at least six months and sufficient funds, which may be checked at the entry point. The directorate’s pages do not list an onward ticket, but the Rwandan High Commission in South Africa lists a return flight confirmation or itinerary, and a hotel booking or invitation, for the visa on arrival. Carry a dated exit record, ideally an issued return or onward ticket; a verifiable onward reservation can document a planned departure while plans are open.

Rwanda has one of the most open visa regimes in Africa. Since 1 January 2018, the immigration directorate says, citizens of all countries can get a visa on arrival without applying in advance. That openness can make travellers assume no exit proof is needed. The official picture is more nuanced.

This guide sets out what the Directorate General of Immigration and Emigration (DGIE) publishes, what a Rwandan mission adds, what airlines may ask, and how to carry exit proof that matches your plans. It covers tourist visits, not work or residence.

Key facts

  • DGIE: citizens of all countries can get a visa on arrival without prior application, at Kigali International Airport and land borders.
  • Citizens of African Union, Commonwealth and La Francophonie member countries get a fee-waived visa on arrival for 30 days.
  • Visa fees must not exceed USD 50 for single entry or USD 70 for multiple entry, according to DGIE.
  • DGIE requires a travel document valid for at least six months and sufficient funds, evidence of which may be requested at the entry point.
  • Rwanda’s High Commission in South Africa lists a return flight confirmation or itinerary and a hotel booking or invitation for the visa on arrival.
  • DGIE’s holiday visa (V1) costs USD 50 for single entry and USD 70 for multiple entries, valid 30 days for single entry or 90 days for multiple entries; it is free for nationals of countries with a visa waiver arrangement, including AU, Commonwealth and La Francophonie members.
  • DGIE says no single affiliated agent is authorised to apply for a visa on your behalf, and visa fees must not exceed USD 50 single entry or USD 70 multiple entry.

Official-source check: The DGIE’s visa on arrival page, general information and visitors visa page set out eligibility, fees, passport validity and the funds requirement. The Rwandan High Commission in South Africa’s visa page lists the return-flight and accommodation documents. Online applications go through Irembo, the government portal linked from DGIE.

Reviewed for: Rwanda visa on arrival, DGIE requirements, mission-listed return flight and accommodation proof, funds checks, airline boarding and overland exits.

The two official sources do not contradict each other. DGIE describes eligibility and core conditions. The mission describes what to bring. Treat the mission’s list as the practical checklist.

What Does Rwanda Officially Require on Arrival?

What Does Rwanda Officially Require on Arrival?

DGIE says that from 1 January 2018 citizens of all countries can get a visa upon arrival without prior application. Citizens of African Union, Commonwealth and La Francophonie member countries get a visa on arrival with fees waived for a 30-day visit. East African Community citizens get a pass free of charge for six months. Some listed countries receive a free 90-day visa.

DGIE’s general information adds two conditions that apply across visa classes: a genuine acceptable travel document valid for not less than six months, and sufficient funds to cover the costs of the stay, with evidence that may be requested online, at the mission or at the entry point.

Note: DGIE’s pages that we checked do not list an onward ticket. The mission list below does list a return flight confirmation. Carry one.

What Does the Rwandan Mission List Add?

The Rwandan High Commission in South Africa describes the visa on arrival as the recommended option and lists the requirements: a return flight confirmation or a copy of the return itinerary; an invitation letter with a copy of the host’s ID or passport if your host is Rwandan, or residence permit if not; and, if you have no host, a confirmation of a hotel booking. Company invitations on letterhead are also listed.

What Do Airlines Check for Kigali?

Airlines check passport validity and visa eligibility, and they may ask for exit proof, especially on one-way tickets. Our page on when airlines refuse boarding without an onward ticket explains how carriers decide. Have your return or onward record and your accommodation or host details ready at check-in.

Should You Apply Online Instead?

DGIE says non-exempt travellers can also apply online through Irembo or at a Rwandan mission before departure, and pay online or on arrival. It warns that no single affiliated agent is authorised to apply on your behalf. Applying online can reduce uncertainty at check-in, but bring the same supporting documents.

What Does an Example Rwanda Record Set Look Like?

Daniel, a British traveller, flies to Kigali for five nights including a gorilla trek, then flies on to Nairobi. As a Commonwealth citizen he gets a fee-waived 30-day visa on arrival. He carries his passport with eight months’ validity, his Kigali to Nairobi ticket, his hotel and lodge confirmations, card statements and his trekking permit. At the airline desk in London he shows the onward ticket when asked.

  • Passport valid well beyond six months.

  • Exit flight matching the last hotel night.

  • Accommodation for every night or a host invitation.

  • Funds evidence for the stay.

For return, open-jaw and multi-city exits, see our guide to which ticket types satisfy proof of exit.

Which Rwandan Visa Class Applies to Your Trip?

DGIE’s visitors visa page lists many classes, from visa waiver arrangements to conference and medical visas. The ones most travellers meet are summarised below, using DGIE’s own descriptions.

The class decides how long your exit record must fit inside. A single-entry holiday visa gives 30 days; a multiple-entry one gives 90. Both require a travel document valid not less than six months.

How Should You Apply: On Arrival, Online or at a Mission?

DGIE says that citizens of all countries can get a visa on arrival without prior application, and that those who are not visa-exempt can also apply online or at the Rwandan diplomatic mission in their country of residence before departure. Online applicants can pay online or on arrival. The holiday visa page says it can be issued on arrival at the border post, online, at an immigration office, at a Rwandan mission in your country of residence or elsewhere as DGIE determines.

How Do Host Invitations Work for Rwanda?

The Rwandan High Commission in South Africa lists, for the visa on arrival, an invitation letter with a copy of the passport or ID of the inviting party if your host is Rwandan, or a copy of the host’s residence permit if the host is not Rwandan. If you will not have a host, it asks for a confirmation of a hotel booking. If a registered company in Rwanda invites you, it asks for an invitation on letterhead.

What If You Continue Overland to Uganda, Tanzania or Burundi?

Many travellers combine Rwanda with gorilla trekking in Uganda or a safari in Tanzania, and leave Rwanda by road. The mission list asks for a return flight confirmation or a copy of the return itinerary, so an overland exit should still be part of a documented itinerary that ends with your departure from the region.

  • Carry a bus or transfer booking for the border crossing, with the date.

  • Carry the next country’s visa or entry permission, if needed.

  • Carry the flight that takes you home from the last country, so the airline into Kigali sees how your trip ends.

  • Check DGIE’s page for regional arrangements such as the East African tourist visa (V11) if you will move between partner states.

Airlines flying you into Kigali see only their own sector and your documents. A complete itinerary that shows the overland legs and the final flight answers their question without relying on a description.

What Do Three Rwanda Exit Plans Look Like?

A Kenyan conference delegate

As an East African Community citizen she uses the visitor’s pass, free and valid up to six months. She still carries her return flight to Nairobi and the conference letter, because the airline may ask how she leaves.

A British couple on a ten-day holiday

The UK is a Commonwealth member, so DGIE’s visa waiver arrangement gives them a free 30-day visit. They carry a return flight dated day ten, hotel booking confirmations and a bank card.

An American traveller combining Rwanda and Uganda

The United States is not in the AU, Commonwealth or Francophonie groups, so he pays for a holiday visa. He plans one entry only, so the USD 50 single-entry visa valid 30 days fits. He carries a hotel booking for Kigali, a transfer booking to the Ugandan border and his flight home from Entebbe.

What Do the Other DGIE Visa Classes Cost and Allow?

Beyond the holiday visa, DGIE’s visitors visa page lists classes for specific purposes. Each has its own fee, validity and rules on work and change of status. The exit record you carry should fit inside the validity of the class you actually hold.

Up to 90 days from issue

V11 East African tourist visa

Tourists visiting signatory countries of the East Africa Tourist Visa agreement

USD 100

Depends on the agreement; multiple entries

Work is not permitted on any of these visitor classes. The business survey visa does not allow a change of status; the job search and conference visas do.

How Do Group Tours Get Their Visas?

DGIE’s group tourist visa (V8) is for a member of a group of four to ten tourists. It is issued at a Rwandan mission, online, or elsewhere as DGIE determines. It may also be issued at the entry point, but only on showing prior approval by DGIE. The fee is USD 150, it is single entry and it is valid for 30 days.

  • Check whether every member would get a free visa through the visa waiver arrangement first; a free visa may suit some members better than the group class.

  • If you use the group class, get DGIE’s prior approval before travel if you intend to collect the visa at the border.

  • Give every member a copy of the group’s return flight booking showing their name.

  • Keep the group’s accommodation confirmations together for the officer.

For a group, one missing exit record holds up everyone at the desk. A single shared itinerary page listing each traveller and flight helps the check go quickly.

Can You Use the East African Tourist Visa From Rwanda?

DGIE lists the East African tourist visa (V11) for tourists who intend to visit the countries that signed the agreement establishing it. It costs USD 100 on DGIE’s page, allows multiple entries, and its validity, usage and number of entries depend on the agreement between the parties. It can be issued on arrival, online, at a Rwandan mission or elsewhere as DGIE determines.

What If Your Plans Change While You Are in Rwanda?

DGIE says the holiday visa may be extended in exceptional circumstances and that change of status is allowed. If you lose your status, DGIE lists a bridging visa (V10) costing USD 30, valid for a specified period of no more than 90 days from issue, for people preparing to leave or to apply for a new status.

  1. Before your visa ends, contact DGIE about an extension or a change of status.

  2. Do not overstay while waiting; the bridging visa exists for people whose status has lapsed and who are preparing to leave.

  3. Rebook your exit flight inside the new validity once DGIE decides.

  4. Keep the DGIE decision with your new ticket for the airline and the exit desk.

Where Do the Official Rwanda Sources Differ?

The two official sources this guide uses mostly agree, but there is one difference to plan around. The Rwandan High Commission in South Africa says that from 10 March 2020 citizens of all countries get a 30-day single or multiple entry visa on arrival without prior application, for USD 50 single entry or USD 70 multiple entry unless exempt. DGIE’s holiday visa entry gives the same fees but says the visa is valid 30 days for single entry or 90 days for multiple entries.
